Two people have been arrested and are now facing multiple charges after a traffic stop conducted by Red Deer RCMP.

At around 4 a.m. on August 3, officers stopped a vehicle on 67 street in Red Deer, and the driver provided a fake id and was arrested. 

As officers searched the vehicle, they found a large amount of cash, a shotgun and what they believe to be a large amount of meth. 

They said items related to the trafficking of illicit substances were also found in the car. 

Billy Okeynan, 31, and Kelly Manson, 32,  are each facing a number of charges and will both appear in court on August 13th.

 




On August 3, 2020, Red Deer RCMP conducted a traffic stop that led to the arrest of two people and the seizure of contraband, including a shotgun.

RCMP were conducting patrols at 3:57 a.m. when they stopped a vehicle on 67 Street. They arrested the driver, who provided a false identity.  Subsequent to the arrest, the vehicle was searched.  A substantial amount of cash was seized, a shotgun, an amount of what is believed to be methamphetamine as well as items typically associated to the trafficking of illicit drugs.

Billy Kirk Okeynan (31) is facing seven criminal charges including:

  • possession of a weapon for dangerous purpose
  • possession of property obtained by crime
  • possession for the purpose of trafficking
  • obstructing a police officer  

He has been remanded in custody and is next scheduled to appear in court in Red Deer on August 13, 2020.

Kelly Dawn Manson (32) is charged with five criminal charges:

  • possession of methamphetamine for the purpose of trafficking,
  • possession of property obtained by crime,
  • unauthorized possession of a firearm,
  • possession of a weapon for a dangerous purpose
  • fail to comply with a probation order.

Manson has been released to attend court in Red Deer on August 13, 2020.
