A young Red Deer woman already facing charges in a stolen vehicle investigation that spanned 3 communities in central Alberta earlier this month and led to police firing their weapons on two occasions is facing new charges in an unrelated stolen vehicle incident.

20 year old Shae-Lee Phillips is facing 3 new charges including possession of stolen property after she was arrested alongside 32 year old Rory Forslund at a downtown Red Deer apartment last Sunday after reports the pair had exited a stolen vehicle and entered the apartment by climbing onto the 1st floor balcony.

Phillips and Forslund allegedly barricaded themselves inside the apartment, RCMP say they surrendered without incident shortly after.

Shae-Lee Phillips was just arrested on October 13th, facing 2 charges in relation to a tense police pursuit of a stolen vehicle from Sundre, to Rocky Mountain House to a rural area north of Sylvan Lake where Mounties deployed their service weapons on more than one occasion.

Her latest arrest came just 9 days after.

A Red Deer woman and man are in court this week after Red Deer RCMP arrested them at a downtown apartment on October 22 in possession of a stolen vehicle.

RCMP were called to an apartment building in the area of 55 Street and 45 Avenue at 4:30 pm on October 22 after a report that a man and a woman had exited a stolen vehicle and entered an apartment by climbing onto the first floor balcony.

Red Deer RCMP responded immediately and located the pair barricaded inside the apartment. RCMP contained the area and Police Dog Services attended; the suspects surrendered without incident shortly afterward.

20 year old Shae-Lee Lynn Phillips faces the following charges:
· Criminal Code 355(a) – Possession of stolen property over $5,000
· Criminal Code 145(3) – Fail to comply with condition of recognizance X 2
Phillips is scheduled to appear in court in Red Deer on October 31 at 9:30 am.

32 year old Rory Richard Forslund faces the following charges:
· Criminal Code 355(a) – Possession of stolen property over $5,000
Forslund is scheduled to appear in court in Red Deer on November 1 at 9:30 am.

The black Hyundai Tucson had been reported stolen out of Olds on October 15 after it was left running and unlocked. The vehicle was reported to police in a number of incidents between October 15 and 21 in Red Deer and central Alberta, including several dangerous driving complaints, an incident with another vehicle that was reported as an intentional collision, and two gas and dash files. On each of those occasions, police responded and were unable to locate the vehicle.

“It is not uncommon to see stolen vehicles used in a number of criminal and dangerous ways before they are recovered, and often vehicles are passed from criminal to criminal,” says Cpl. Karyn Kay with the Red Deer RCMP. “In this series of incidents, the public was placed at risk numerous times over the course of several days as the unknown driver(s) of the vehicle engaged in highly dangerous driving, including driving into oncoming traffic at high speed in one instance.”

Red Deer RCMP continue to investigate the linked Red Deer files, and remind citizens to never leave vehicles unlocked and idling, as it provides easy opportunities for opportunistic thieves to endanger the community.

Update # 1 - Sundre, Alberta - Stolen vehicle involved in several incidents spanning across Sundre,Rocky Mountain House and Sylvan Lake

Sundre, Alberta - RCMP have charged two of the three suspects involved in the series of events that occurred on October 13 2017.

1-Shae-Lee Phillips age 20 of Red Deer, AB facing 2 charges
-Possession of Property Over $5000 Contrary to section 354 (1) of the Criminal Code.
-Uttering Threats contrary to section 264.1(1)(a) of the Criminal Code

2- Nicholas James Wales, 20 year old of Red Deer, AB facing 8 charge
-Two counts of Possession of Property Over $5000 Contrary to section 354 (1) of the Criminal Code
-One count of Uttering Threats section 264.1 (1) (a) of the Criminal Code.
-Break and enter a dwelling house and commit therein the indictable offence of theft contrary to Section 348(1)(b) of the Criminal Code.
-Resisting arrest contrary to Section 129(a) of the Criminal Code.
-Failing to stop for Police Section 249.1(1) of the Criminal Code.
-Break and enter a dwelling house and commit Robbery contrary to Section 348(1)(b) of the Criminal Code.
-Assault with a weapon contrary to Section 267(a) of the Criminal Code.
The court date has been set for October 24 @ 9:30 am at the Red Deer Provincial Court. The third suspect is still in hospital and has not been charged as of yet. No further details are available at this time.

Background

Sundre, Alberta - Stolen vehicle involved in several incidents spanning across Sundre,Rocky Mountain House and Sylvan Lake

Sundre, Alberta - RCMP received numerous complaints of erratic driving and threatening behaviour involving the same vehicle on October 13. The vehicle was involved in ramming a civilian vehicle and the civilian was struck when he exited his vehicle by one of the suspects. The vehicle was subsequently determined to be stolen and Sundre advised the neighbouring Detachments to keep an eye out for it. The occupant of the vehicle suffered minor injuries as a result of the altercation and the matter is still under investigation.

By mid afternoon the vehicle was seen in Rocky Mountain House and attempts to stop the vehicle were unsuccessful.

At approx 4:25 p.m. a member from Sylvan Lake and a Traffic member attempted to stop the vehicle North of Sylvan Lake as the suspects were now travelling East. During this attempt the members deployed a spike belt successfully and the suspects vehicle turned around and the member(s) discharged his firearm. Two of the three occupants ran off and broke into a residence occupied by a family with young children. They were unsuccessful in stealing any vehicles however stole the occupants cell phones. The two males then proceeded to an adjacent farm house and broke into the unoccupied residence, stealing keys and a pickup truck. Members blocked this vehicle and the suspect rammed the police vehicle. Members discharged their firearms and ASIRT is investigating the members discharging their firearms while the RCMP is investigating the suspects activities throughout these incidents.

Two of the three occupants were taken to the hospital with injuries.

All three occupants of the stolen vehicle were located. No charges have been laid as of yet. Investigation is ongoing. Further details will be provided when they become available.
